Manager Maintenance - Facilities Mangement * Days - 40hrs/wk

General Summary:

The Manager - Maintenance provides leadership within the Maintenance Team in conjunction with Master Level Technicians to achieve comfortable, efficient, continuous and compliant facility operation, as well as excellence in customer service to all departments within the University of Michigan Health system. The Manager - Maintenance will manage multiple assignments, projects and tasks related to maintenance; create vision and strategic plans for the evaluation and execution of maintenance of both critical and non-critical building and building automation systems and equipment; and work in collaboration with the Manager – PDC, Director - EVS as well as the Department Director and individuals at all levels within the health system.

Knowledge, Skills and Abilities:

  • Must possess one of the following:
    1. Bachelor’s Degree in Facilities Management, Construction Management, or Engineering, with a minimum of 5-7 years of experience in Commercial Facilities Management, Construction Management or Engineering;
    2. A High School Diploma with relevant training in Facilities Management, Construction Management, or Engineering, with a minimum of 7-10 years of experience in Commercial Facilities Management, Construction Management or Engineering, with a detailed understanding of engineering principals, buildings, systems, furniture, fixtures and equipment implementation design, installation, operation, maintenance and repair.
    3. Direct experience in Healthcare Engineering/Maintenance, MECH Senior Health Care Mechanic Certification Four-Year Certificate, Healthcare Facilities Alliance (HFA) Certified Healthcare Mechanic (CHM), or Certified Healthcare Facility Manager (CHFM) preferred.
    4. Will also consider Military Occupation Specialty (MOS) in logistics, construction, project management, engineering, or related disciplines.
  • Valid Michigan driver’s license without restriction affecting performance of job responsibilities; or another State as long as a Michigan license is received in accordance with State of Michigan guidelines for individuals moving to this state.
  • Able to verbally communicate fluently with individuals at all levels inside and outside the organization. Must be able to effectively communicate, read and construct written communications in English with building owners, managers, developers, as well as architects, engineers, consultants, vendors, contractors, utility providers, authorities having jurisdiction, and individuals at all levels within UMH-West.
  • Able to build and maintain effective relationships with building owners, managers, developers, as well as architects, engineers, consultants, vendors, contractors, utility providers, authorities having jurisdiction, and individuals at all levels within UMH-West.
  • Able to read and comprehend at an advanced level of understanding construction drawings and specifications, owner and operator manuals, etc. Able to write specifications and prepare drawings and documents adequate to communicate scope, schedule, and budget; able to understand and communicate conformance with building standards and lease agreements, tenant improvement allowances, etc. associated with core and shell development as well as tenant improvement.
  • Must possess a detailed understanding of operational engineering principals (electrical, mechanical, plumbing, civil and industrial), mathematical aptitude and good troubleshooting skills and experience. Must have a fundamental understanding of buildings, systems and equipment design, installation, operation, maintenance and repair.
  • Must have a detailed knowledge of applicable codes and standards (Life Safety Code, National Fire Code, Building Codes, etc.); be conversant and able to identify common environmental issues (PCB contamination, CFC reclamation, indoor air quality, asbestos, etc.); and conversant in regulatory requirements (Americans with Disabilities Act, Right to Know, EPA, OSHA, etc.). A working knowledge of healthcare accreditation standards is preferred.
  • Must have a sound understanding of operational expenditure planning, managing operations to budget, inventory management, purchasing procedures and service contracts..
  • Proficient in the use of computer software including, Microsoft Word, Excel, PowerPoint, Project, Outlook, and/or other project management software; Blue Beam, AutoCad, Revit, Sketchup, etc. a plus. Ability to use computer, telephone, fax machine, copier, and basic office implements.
  • Must possess excellent communication skills and operate with integrity under minimal supervision. Must possess strong multi-tasking, time management, leadership and decision making skills and be self-motivated, energetic and possess a positive mental attitude. Must be a team player and be able to assist others whenever necessary in providing a high degree of customer service.

Essential Functions and Responsibilities:

  1. Provides overall leadership of the Maintenance Team, including but not limited to, recruiting, engagement, mentoring, training, discipline and scheduling. Works closely with the Master Level Technicians to ensure that they are fulfilling peer leadership.
  2. Provides direction to, review of and oversight of the day-to-day work of Maintenance Technicians and the Automation Analyst and in project progress, milestones, compliance and closeout to ensure projects remain on track in the best interest of UMH-West.
  3. Establishes guidelines in collaboration with the Manager – Planning, Design and Construction between ‘operations’ to be led by the Maintenance Team and ‘projects’ to be led by the Planning, Design and Construction Team; reviews and approves recommendations for requests originating outside the department.
  4. Develops and maintains effective planned and predictive maintenance program as well as repair and replacement program for all facilities (buildings, grounds, equipment, systems, and vehicles) with appropriate policies and procedures to meet UMH-West quality standards and compliance with all applicable codes, zoning, accreditation standards and other authorities having jurisdiction. These programs:
    • ensure incoming work requests are utilizing the Department Computerized Maintenance Management System (CMMS) and are complete; monitor and communicate progress with requestor
    • create and assign preventative and responsive maintenance work requests utilizing the Department CMMS
    • determine which entity, department, or team will be responsible for the work request; assign/reassign work request to manage workloads
    • work with affected department leadership to coordinate and schedule to minimize impact upon operations
    • monitor progress and evaluate completed work and program methods against outcomes and costs for continuous improvement opportunities
  5. Ensures Maintenance Team specifications and standards are included in the development of and adherence to for project management, user requirements, building maintenance, sustainability, etc. in compliance with all applicable codes, zoning, accreditation standards and other authorities having jurisdiction. Provides technical direction, advice, guidance, counsel, insight, and troubleshooting to the Maintenance Team, contracted service providers, Planning, Design and Construction Team, Environmental Services Team, and the Department Director.
  6. Conducts inspections/assessments of all properties within the UMH-West system to document deficiency and condition reports as well as compliance with all applicable codes, zoning, accreditation standards and other authorities having jurisdiction; develops parameters and standards to document deficiency and condition reports; creates work orders for items requiring engineering/maintenance action; develops project scope, schedules and budgets for projects. Reviews and approves staff and contractor inspection reports and actions plans.
  7. Develops and manages the Department Safety Program to ensure the safety of the Department Staff. Coordinates and collaborates with the outside departments to ensure that their appropriate elements are included and applicable Department Safety Program trainings are made available to their department staff.
  8. Collaborates with the Department Manager – Operations to prepare the annual Department Operating Budget and Annual Capital Requests for review and approval of the Director. Manages departmental operating expenses to monthly expenditure plan, departmental capital expenses to quarterly expenditure plan and overall budgeted expectations. Provides justification of non-compliance to Department Manager – Operations for Monthly Operating Report (MOR) meeting with COO. Reviews and approves pay applications for vendors, contractors, and utility providers among others. Identifies and prepares cost analysis and options to maximize value to UMH-West. Assists the Department Director in financial planning.
  9. Reviews and approves recommendations from Maintenance Technicians in the selection of vendors and contractors, requisition requests, expense reimbursements, paid time off (PTO) requests, etc. and ensures all documentation for the Maintenance Team is properly created and maintained in accordance with the UMH-West records retention schedule, and securely disposed of.
  10. Manages the acquisition and disposition of all supplies, parts, equipment and assets under the responsibility of the Department; and appropriate tracking of those supplies, parts, equipment and assets from creation through deactivation.
  11. Represents the Department on Committees and in other forums to provide leadership to the committee and/or forum and commit support of the Department as appropriate.
  12. Maintains regular communication with hospital leaders to ensure the Facilities Management Department maintains best practices in the protection of UMH-West patients, staff and other interests. Reviews and develops facility-wide and department policies to meet operational requirements in compliance with all applicable codes, zoning, accreditation standards, and other authorities having jurisdiction. Reviews and develops department procedures to define standards in engineering and maintenance. Develops effective preventative maintenance programs and completes preventative maintenance work orders on specialty and building systems and creates repair work orders and PM changes/corrections for any issues found.
  13. Ensures completion of Infection Control Risk Assessment (ICRA) and Alternative Life Safety Measures (ALSM) and other applicable processes for all required activities.
  14. Provides orientation to architects, engineers, consultants, vendors, contractors, and utility providers among others regarding hospital policy, procedures and guidelines.
  15. Reviews, prepares, and executes permit applications, special use permits, and other documentation with authorities having jurisdiction.
  16. Assists in conducting short, intermediate, and long-range strategic planning; lease management activities; and preparation of interim and annual budgets.
  17. Assists in preparation for, as well as participates in, surveys/inspections along with on-going documentation and administrative tasks for CMS, accrediting organization, and other authorities having jurisdiction.
  18. Responds to emergency system failures such as boilers, chillers, cooling towers, air handling units, building automation, etc. as well as building damage such as storm damage, water leaks, etc. or as needed.
  19. Performs other duties as assigned. These may include but are not limited to: Maintaining a current knowledge base of department processes, protocols and procedures, pursuing self-directed learning and continuing education opportunities, and participating on committees, task forces, and work groups as determined by management.
