General Summary:

In compliance with all applicable codes, zoning, State/Federal/CMS/hospital accreditation standards and other authorities having jurisdiction, the Team Lead - Maintenance provides maintenance and repair service planning, coordination and leadership for the University of Michigan Health-West Facilities Management department maintenance and engineering team under the direction and supervision of the Facilities Manager - Maintenance and/or Department Director to ensure comfortable, efficient, continuous and compliant facility operation. The Team Lead is responsible for maintaining complete and up-to-date maintenance records for preventative maintenance and repair; planning, organizing, coordinating and documenting skills as well as life safety and regulatory compliance training for the maintenance staff to maintain and improve department skill and experience levels; effective communication and coordination with the Purchasing Coordinator to ensure accurate sourcing and accountability of maintenance equipment, parts and supplies; and other duties as assigned by the Facilities Manager - Maintenance and/or Department Director.

Requirements:

  • High School Diploma required.
  • Valid Michigan driver’s license.
  • Four-years Healthcare Facilities/Maintenance Administration Experience; or Six-years Commercial Building Facilities/Maintenance Experience
  • Four-years Electrical, Mechanical, HVAC, Plumbing, Refrigeration, Boiler Experience.
  • MECH Senior Health Care Mechanic Certification or have the required experience and knowledge and obtain certification within 30 months of employment.
  • Valid Boiler Operator’s License through a recognized independent licensing entity, municipality, state, or federal agency or have the required experience and knowledge and obtain certification within 2 Years of employment.
  • Able to read and understand plans and specifications, read, and write detailed instructions.
  • Able to use a personal computer to manage the CMMS, look up information on the UMH-West network and the Internet, communicate via email, prepare documents and spreadsheets, and navigate building automation system software.
  • Advanced troubleshooting skills and experience.
  • Advanced familiarity and understanding of buildings, building systems, plumbing, electrical and mechanical systems.
    • Perform advanced electrical maintenance, repair, replacement, and installation with familiarity of the Michigan Electric Code (adopted NEC)
    • Perform advanced plumbing maintenance, repair, replacement, and installation with familiarity of the Michigan Plumbing Code (adopted IPC)
    • Perform advanced level heating, ventilation, air conditioning, and refrigeration maintenance, repair, replacement, and installation with familiarity of the Michigan Mechanical Code (adopted IMC)
    • Perform advanced equipment repair.
  • Able to work 40 hours a week plus extended work hours when required; willing and able to work evenings, nights, weekends, and holidays to support the department and when emergency repair work arises, shift coverage is needed, or the work requires special scheduling.
  • Willing to develop a high level of skill and knowledge in all areas of health care facility maintenance and stay abreast of current technological issues to make the best positive contribution to patient care.

Essential Functions & Responsibilities:

  1. Maintain effective relationships and communication with leaders and staff in all departments, along with building owners/managers in all locations. Inspect facilities to create work orders ensuring facilities meet UMH-West quality standards and compliance with all applicable codes, zoning, State/Federal/CMS/hospital accreditation standards and other authorities having jurisdiction and assess performance of maintenance and engineering technicians and mechanics and contractors performing work within the facilities.
  2. Review all incoming work requests and evaluate with the requestor to determine if the work request is complete, if the work request is UMH-West or the building owner/manager responsibility, and using guidelines established by the Project Manager and Department Director make recommendations to the Facilities Manager - Maintenance/Department Director whether requests are ‘projects’ to be led by the project management team or ‘operations’ to be led by the engineering/maintenance team. Develop scope including schedule and details of the request; and evaluate scope to determine whether the request can be most effectively responded to by in-house staff or contracted resources, monitor and communicate progress with requestor, and determine completeness and satisfaction with completed work.
    1. Determine priorities and assign work request to staff, reassign work requests to manage workload and monitor progress as well as evaluate completion.
    2. Obtain proposals from contracted resources, obtain approval from Facility Manager – Maintenance and/or Department Director, and coordinate with Purchasing Coordinator for purchase orders. Provide orientation to architects, engineers, consultants, vendors, contractors, and utility providers among others regarding hospital policy, procedures, and guidelines.
  3. Oversee, prepare, and track effective and accurate asset tagging.
  4. Develop thorough and effective preventative maintenance plans and procedures as well as work procedures to meet UMH-West quality standards and compliance with all applicable codes, zoning, State/Federal/CMS/hospital accreditation standards and other authorities having jurisdiction. Create and assign preventative maintenance work requests to best utilize available department skills and resources and meet priorities and schedules; work with affected department leadership to coordinate schedule and details as well as minimize impact upon operations; monitor progress as well as evaluate completed work.
  5. Maintain regular communication and effective relationships with hospital leaders such as the Safety Officer, Infection Prevention, etc. to ensure the Facilities Management department maintains best practices in the protection of patients, staff, and other interests. Train, review, complete and ensure compliance with all applicable UMH-West requirements, codes, zoning, State/Federal/CMS/hospital accreditation standards and other authorities having jurisdiction including but not limited to:
    1. Infection Control Risk Assessment (ICRA) procedures for all work being performed by Facilities Management; and serves as a liaison to other departments with assistance in following ICRA procedures.
    2. Interim Life Safety Management. (ILSM)
    3. Medical gas, critical and life safety equipment, and systems compliance.
    4. Regulatory permits and compliance.
    5. MIOSHA and OSHA compliance.
  6. Fully utilize, monitor, and manage use of computerized maintenance management system (CMMS) for the department to assure document compliance with UMH-West policies and all applicable codes, zoning, State/Federal/CMS/hospital accreditation standards and other authorities having jurisdiction; track staff productivity; and accuracy of material usage ensure that the Purchasing Coordinator can effectively manage departmental inventory.
  7. Mentors peer coordinators, maintenance and engineering technicians and mechanics; provides training; answers questions; assists with troubleshooting and provides general as well as technical advice, guidance, and solutions.
  8. Responsible for tool and equipment inventories, and replacement; responsible for maintenance of the Facilities Management vehicle fleet; and all associated documentation.
  9. Assist in the development of project as well as capital improvement plans and budgets.
  10. Assist in preparation for as well as participate in surveys/inspections along with on-going documentation and administrative tasks for all applicable codes, zoning, State/Federal/CMS/hospital accreditation standards and other authorities having jurisdiction.
  11. Provides leadership by example and direction to maintenance and engineering technicians and mechanics in their essential functions and responsibilities; continuously mentor and solicit ways to improve the procedures and performance of the Facilities Management department.
  12. Performs general maintenance tasks as time permits.
  13. Performs other duties as assigned. These may include but are not limited to: Maintaining a current knowledge base of department processes, protocols, and procedures, pursuing self-directed learning, and continuing education opportunities, and participating on committees, task forces, and work groups as determined by management.
