Job Title:   Vocational Services Manager
 
Job Description:   This is a full-time position reporting directly to the Executive Director. Days and hours of work are Monday through Friday, 8:00 a.m. to 4:30 p.m. Alternated hours may be required in order to meet the needs of the department.
Job Description
Summary / Objective
The Vocational Services Manager (VSM) will work closely with Michigan Rehabilitation Services, and other community agencies and employers to provide services designed to assist individuals obtain competitive, integrated community employment. The VSM will collaborate with community employers and agencies to develop skill building, training programs along with work sites in the community; completes job development; interacts with employers, participants and funding sources; and facilitates non-work supports needed to assist persons served to maintain employment.

Personnel Management
• Hire, schedule, supervise, mentor and evaluate staff to ensure they have appropriate credentials and training.
• Develop opportunities for in-service training, skill enhancement, conduct staff meetings and lead team effort to assure safety and quality.
• Develop a culture and atmosphere with high performance expectations which embraces diversity.
• Provide leadership to develop a vibrant workface by promoting teamwork and collaboration
Individual Placement Plans
• Maintain written documentation as needed to assure compliance with CARF, funding source and agency expectations.
• Assure the development of an individual placement plan that is consistent with agency policies and procedures whist reviewing and revising the placement plan as needed to ensure successful outcome.
• Complete termination documents as required.
Oversight of Pre-Employment Training
• Assume responsibility for the health and safety of persons receiving services, other staff and self, including enforcement of safety rules and regulations. Report safety and equipment concerns to the supervisor promptly.
• Apply skills or assure staff is trained to apply pre-employment training skills
Job Development
• Obtain current employment opportunities available, post them as needed to facilitate choice and assess job sites by developing and implementing community based job shadowing opportunities.
• Complete worksite analysis/ task analysis to facilitate an effective job match and training plan.
• Develop a working knowledge of the rules and regulations pertaining to services, as outlined by the funding source.
• Foster, develop, and maintain strong relationships with key stakeholders in the community.
• Maintain expertise of workforce development trends/concepts;
• Develop prospective employer’s database with open positions whilst coordinating employment opportunities, creating community partnerships, attending meetings, and developing relationships within the community to provide for employment opportunities.
• Make contacts with prospects. Maintain a log of employer contacts, job openings and opportunities.
• Work with counselors, employers and other partners to develop work experiences for participants
• Continually survey the community labor market to identify potential employment opportunities for persons receiving services, create marketing strategies leading to employment.
• Make contact and recruit prospective employers based on the individual needs of persons served.
• Develop employment leads to the placement stage, through job site analysis, review of job descriptions, and identifying the best employer/employee match. Duties include individual and enclave placements, and making referrals of contract opportunities to appropriate staff.
• Conduct original analysis to determine program fiscal strengths, weaknesses, and opportunities and prepare program and financial performance indicators.
Employment Support Services
• Ensure effective outcomes with regard to timely placement, participant satisfaction, and job retention. Meet established targets for placement and retention.
• Identify non-work support needs for individuals, and address them by direct support or referral.
• Provide follow-along services, instructional strategies and job site training.
• Implement development of natural supports; implement plans for fading from work sites.
• Conduct follow-up activities to track job retention and ensure employee/employer satisfaction.

• Building Teams: Ability to partner, collaborate, influence and negotiate with others to achieve mutually beneficial outcomes.
 
Requirements:   Experience & Educational Requirements
• A bachelor’s degree with a major in social work, psychology, public administration, or human services discipline, and at least one year of experience working with individuals with disabilities, and preferably a year in a supervisory capacity; OR six (6) years’ experience in the mental health field, 3 years of employment training experience along with three (3) years of supervisory experience.
• A valid Michigan Driver’s License with less than six points.
Supervisory Responsibility
This position will supervise Skill Building Supervisor, Food For Thought Coordinator and vocational job coach positions.
