In compliance with all applicable codes, zoning, State/Federal/CMS/hospital accreditation standards and other authorities having jurisdiction, the Construction & Renovation Project Manager is responsible for planning and specifications development; assessing user and facility needs; developing project scope, schedule and budget; leadership of outside design professionals and consultants; and all aspects of design and construction management to deliver excellence in project leadership on behalf of Metro Health. The Construction & Renovation Project Manager will manage multiple assignments, projects and tasks related to maintenance, construction, renovation and facilities/real estate project management; and work in collaboration and support of individuals at all levels within the organization.
Requirements:Must have one of the following: Bachelor’s Degree in Architecture, Construction Management or Facilities Management and a minimum of 3-5 years’ experienceMinimum of 7-10 years experience in Facilities, Construction or Project Management. Working knowledge of Project Management Institute project management process. Detailed knowledge of maintenance, renovation, and construction projects. Working knowledge of AIA contract documents.Able to build and maintain effective relationships with building owners, managers, developers, as well as architects, engineers, consultants, vendors, contractors, utility providers, authorities having jurisdiction, and individuals at all levels within Metro Health.Able to understand and communicate conformance with building standards and lease agreements, tenant improvement allowances, etc. associated with core and shell development as well as tenant improvement.Able to read and write specifications and prepare drawings and documents adequate to communicate scope, schedule, and budget with building owners, managers, developers, as well as architects, engineers, consultants, vendors, contractors, utility providers, authorities having jurisdiction, and individuals at all levels within Metro Health; as well as direct engineering/maintenance to execute projects internally.Proficient in the use of computer software including Auto CAD, Microsoft Word, Excel, PowerPoint, Project, Outlook, and or other project management software. Ability to use computer, telephone, fax machine, copier, and basic office implements.Must possess excellent communication skills and operate with integrity under minimal supervision. Must possess strong multi-tasking, time management, leadership and decision making skills and be self-motivated, energetic and possess a positive mental attitude. Must be a team player and be able to assist others whenever necessary in providing a high degree of customer service.Essential Functions and Responsibilities:
Under the leadership and guidance of the Manager – Construction & Renovation, the Construction & Renovation Project Manager is expected to be able to effectively: Evaluate requests originating outside the department using guidelines established by the Manager – Construction & Renovation and Department Director and make recommendations to the Manager – Construction & Renovation/Department Director to qualify requests as ‘projects’ to be led by the project management team or ‘operations’ to be led by the engineering/maintenance team. Assist users in formulating and assessing requests to adequately develop project scope, schedule and budget for projects to meet user requirements in compliance with all applicable codes, zoning, State/Federal/CMS/hospital accreditation standards and other authorities having jurisdiction.Individually and with the assistance of appropriate consultants, prepare conceptual designs and specifications and associated opinion of probable cost in conjunction with equipment providers and other vendors to Metro Health whose products are anticipated to be utilized in conjunction with or as a basis for the project.Conduct inspections/assessments of all properties owned and/or occupied by Metro Health to document deficiency and condition reports as well as compliance with all applicable codes, zoning, State/Federal/CMS/hospital accreditation standards and other authorities having jurisdiction; create work orders for items requiring engineering/maintenance action; develop project scope, schedule and budget for items requiring project completion in compliance with all applicable codes, zoning, State/Federal/CMS/hospital accreditation standards and other authorities having jurisdiction. Assist in the development of capital improvement plans and budgets.Conduct research utilizing external and internal resources and develop specifications and standards for project management, building maintenance, sustainability, etc. Troubleshoot building and system issues; provide technical advice, guidance, counsel, insight, and support to other Construction & Renovation Project Managers, the Engineering/Maintenance Team, Manager – Construction & Renovation, and Department Director.Solicit proposals from architects, engineers, consultants, vendors, contractors, and utility providers among others and provide thorough analysis of responses in order to make recommendations to the Manager – Construction & Renovation/Department Director for award of contract. Maintain thorough architect, engineer, consultant, vendor and contractor database.Provide orientation and coordinate training with other hospital departments to architects, engineers, consultants, vendors, contractors, and utility providers among others regarding hospital policy, procedures and guidelines. Coordinate involvement of others such as the Safety Officer, Infection Prevention, etc. to ensure Metro Health’s patients, staff and other interests are protected relative to safety within owned and leased facilities, including Interim Life Safety Management.Review and/or prepare permit applications, special use permits, and other documentation with authorities having jurisdiction for execution by Manager – Construction & Renovation or Department Director.Act in the capacity of Owner’s Representative to ensure Metro Health’s interests are represented for the duration of each project including construction administration of contractors, general contractors and developers to ensure adherence to scope, schedule, and budget through the delivery of the finished project as well as warranty administration following completion. Review and approve shop drawings and submittals. Reviews invoices, progress payments, etc. to ensure accuracy and compliance to proposals as well as approved budget and to verify accuracy in reporting percentage of completed work. Address and rectify issues. Prepares interim and final project reports. Conducts punch-list evaluation; reviews and/or prepares certificates of occupancy, operations and maintenance documentation, as-built documentation, warranty certificates, etc. Oversees building and system commissioning.Assist in preparation for as well as surveys/inspections along with on-going documentation and administrative tasks for CMS, accrediting organization, and other authorities having jurisdiction.Other duties as assigned by the Manager – Construction & Renovation and/or Department Director.
